Update Committees Page

• For each committee, ensure there is a link to their repo and to their meeting minutes
• At the top, make it clear that we are looking for volunteers for all the committees
• For now, instruct people to create an issue in a committee's repo to join. We'll come up with a better way

1. Right now each committee does have a repo link, but no meeting minutes.
2. At the top we can add maybe another paragraph to explain your second point.
3. We can add that in the beginning as well.

I would like to do this but I am not sure I know how to get people's meeting minutes.

The meeting notes/minutes are in each repository for the committees. You just need to link to the repos.
